Spark 1.x family support

I have added and enabled Jenkins build for the new spark1 (spark 1.6.2)
component for ppc64le platform. I could do the same for x86 as well, any
objections?

btw, phoenix does not have support for spark 2 yet.

I can fix it for Power by making the spark1 as the dependency for Phoenix,
but not x86.

i think there is no point in enabling it for x86_64.
