   **Is your feature request related to a problem? Please describe.**
   HelixUtil.getTargetAssignmentForWagedFullAuto is used to "dryrun" the rebalance and predict the possible assignment result. However, it only supports the buildin state model now. For any of the customized state models, it will throw an exception.
   
   **Describe the solution you'd like**
   The tool should read the state model from ZK and use it during the calculation.
   
   **Additional context**
   Add any other context or screenshots about the feature request here.
