Hyrum, thanks for recording that.
I thought we were using this file only for branch-blockers; perhaps this
task should get an issue instead?

Okay. I've added issue #3034 and set it for the 1.5 milestone. r28132
removes the item from the TODO file, and also clarifies what should go
in that file.
