Requeriments for CS

Hi there,
I'm just starting on this and I have one doubt, why CS needs these 
following prerequisites:?
1. ant
2. maven (version 3)
3. Java (Java 6/OpenJDK 1.6)
4. rpmbuild or dpkg-dev?

Those are for compiling from source, and then packaging into a DEB or
RPM.
