BEAM-3658 Port SpannerIOReadTest off DoFnTester

Hi,

I have raised a PR for the below mentioned issue.

BEAM-3658 Port SpannerIOReadTest off DoFnTester

I have followed the comments as mentioned in the Jira.

" DoFnTester is deprecated and tests that use it are probably overspecified
(and maybe broken anyhow). So any use of DoFnTester in the tests should be
replaced by use of TestPipeline and maybe TestStream. "
