TestZKLessMergeOnCluster.testCleanMergeReference() sometimes fails because the condition used to wait for region compaction to complete is not comprehensive enough which causes a race sometimes leaving the new compacted storefile not fully committed preventing the discharger from cleaning up the storefile references.
