   ### Motivation
   
   [gogo](https://github.com/gogo/protobuf) has been deprecated, so use the [protocolbuffers](https://github.com/protocolbuffers/protobuf-go) instead.
   
   ### Modifications
   
   - Using `google.golang.org/protobuf` and re-generate the `*.pb.go`.
