[Rampart-C] Apache Rampart/C 1.2.0 RC1

Hi All,
I packed and uploaded Apache Rampart/C 1.2.0 RC1 here [1]. Please test 
it with Apache Axis2/C 1.3.1 RC1 here [2], and send your feedback.

Folks,
Since there is a version number change(1.3.1 --> 1.4.0) for the proposed 
Axis2/C release, we have to repack the release candidates. So please 
refrain from testing the RC1. I'll send the RC2 information once I 
complete the packing and uploading.
