[PATCH] Use standard plugin:download target for downloading avalon-meta plugin

Hi all,

The code in the avalon:setup in the /meta project looks complex.  Replace it
with the standard plugin:download goal.

No go.
This only works in RC1 and later  (and if your using RC1 binary then 
there is a bug which results in the deletion of the plugin your 
installing follolowed by the download of the plugin from a repository - 
which is not gauranteed to be what you were expecting due to web server 
caching and what-not).  To avalon:setup script resolves all of these 
issues - and I hope to remove it once maven 1.0 is a done deal.
