[~giacomotaylor], I'll augment the TAL and add Omid code. Could you please refer me to point in Phoenix code where global index is populated?

> Follow the discussion in PHOENIX-3860. We need to augment the TAL with an option to disable and enable the garbage collection. This is needed to guarantee that all data populated to the index during index population. Not disabling the GC can result in data loss due to the GC removing entries bellow low water mark.
