Gary Tully reopened ARTEMIS-6164:
---------------------------------

the change is causing no bindings notifications messages to get mirrored in error.

the mirror with no bindings needs to be more specific or configurable.

> For a pub/sub use case, where publishers get HA and consumers are partitioned a federation or mirror can provide a two way bridge for published messages. If there is little variability a mirror that always published works well and for something demand driven, address federation is better.
> MQTT retained messages are ignored in both cases. Having a retain queue federation or mirror gets complicated quickly and can lead to duplicates.
> Having the mirror or federation receiver act on retain messages (because they are always published in the normal way) provides a viable solution.
