This is due to some very stupid behaviour in the latest Subversion plugin, which "deactivates" itself if any error occurs contacting svn, and never reactivates itself. I've logged it at:

In the meanwhile, for JIRA admins: if the Subversion tab ever disappears again, please check the new "Subversion" link in the admin section, and reactivate it if it's deactivated.
