   Steps:
   - Cache Group `my-cachegroup` has a (non-Topology) parent Cache Group of type `ORG_LOC`
   - Queue updates CDN-wide
   
   `GET api/3.0/servers/{name}/update_status` incorrectly reports Servers in Cache Group `my-cachegroup` as having `parent_pending` = `true`
   
   ATC versions:
   - master (`0ad2086709`)
   - RELEASE-5.0.0-RC6
   
   ## Expected behavior:

   `GET api/3.0/servers/{name}/update_status` should report Servers in Cache Group `my-cachegroup` as having `parent_pending` = `false` because `my-cachegroup`'s parent Cache Group is not `EDGE_LOC`-type or `MID_LOC`-type.
