I was in a discussion about this where it was suggested that this potentially could be set up by only installing the packages in {{Depends}}, and not {{Suggests}}, but from looking this up online, I think this can be run via, e.g. {{_R_CHECK_DEPENDS_ONLY_=true  R CMD check arrow_5.0.0.9000.tar.gz}}
