Encoding Architecture #2

Ok, here's the second rev of my proposed encoding architecture for Axis.  I
modified the original to include a new NSStack class that was inspired from
the SOAP v2 class but is implemented slightly different.

Regarding the TRL Proposal Encoding code, I look this over and it looks
good.  My next activity is to really dig through it and see where my code
and TRL's code can be merged.  I'm kinda partial to the API I put together,
but TRL's code is much more extensive in terms of capabilities.

I'm hoping to submit this code for vote by Friday end of business.
