SAX2 bug in Xerces-J 1.0.3

When creating an instance of org.apache.xerces.parsers.SAXParser, the
initial state of the "http://xml.org/features/namespaces" feature is false.
This feature should default to true (see
http://www.megginson.com/SAX/SAX2/namespaces.html for more info).
