    Description: 
The MetricService will implement IContextMessageHandler to receive and handle the metrics data. 
The MetricService should allow multiple IMetricsSink to be injected.
It will call IMetricsSinks to Sink the metrics data.

The MetricManager should allow multiple IMetricsProvider to be added. 
The MetricManager should allow multiple IMetricsSink to be injected.
The MetricManager  will pull the metrics data from IMetricsProviders in defined time period and call IMetricsSinks to Sink the metrics data.
