When install_local_hadoop is executed, a check is made to see if passwordless ssh is setup.  If not, it asks if install_local_hadoop should attempt it themselves.  If install_local_hadoop tries to to this, it will change what keys may already be setup.  Instead of trying to set it up, install_local_hadoop should return an error and have the requester figure out the procedure.
