1.3 to 1.4 migration

This was a long post with snippets of command line output trying to
prove that I was sane, and things still weren't working, but after I
read the release notes, things went better.

The notes in W32notes.txt helped me resolve my issue, but the file
DOES appear to be out of date and points to the wrong version of
libdb and and intl.dll file that doesn't seem to exist.

Should I file a bug?

Better yet... why don't you post a patch to the w32notes.txt to the 
developer list. It is likely to get resolved quicker that way.

Building on Win32 at present seems to cause an awful lot of frustration 
for many people (me included). Any help there, I think, would be 
appreciated.
