This doesn't sound like the kind of thing mod_pagespeed would do with a clean-interval of -1. There's nothing magical in mod_pagespeed about when the clock strikes 12.
Is it possible that your file-cache is on a disk where some other cleanup process is running? If it's on a tmpfs of course it would be cleaned every time the machine rebooted.
