When a basic-link internal-destination references a block ID that occurs on a preceding page, the link in the resulting PDF does not point to the correct location. Links to IDs on following pages work correctly.

This only occurs when publishing from Intermediate Format to PDF (works fine from FO to PDF).

The same process works correctly in FOP 1.0, but the error occurred when upgrading to FOP 2.3.
