Target Version/s: 1.3.0 (was: 1.2.0)
I am managing the 1.2.0 release and we currently have more than 600 issues targeted for 1.2.0. I am moving the target field to 1.3.0.

> The Ratis snapshot file used by the Datanode contains a serialized map of containerId to BCSID. To ensure that changes to this logic is upgrade/downgrade proof, the file needs to be versioned. We could add a version field to the 'Container2BCSIDMapProto' proto message that is serialized into the file.
