[I] Release 3.10.0-rc-1 is missing Pre-release flag [maven]

   Release 3.10.0-rc-1 is missing Pre-release flag. Since it is not an actual release but a release candidate, it should logically be marked as a pre-release like the 4.0.0-rc-6 and other release candidates are marked.
   
    Compare these releases:
   - https://github.com/apache/maven/releases/tag/maven-4.0.0-rc-6 (this is pre-release)
   - https://github.com/apache/maven/releases/tag/maven-3.10.0-rc-1 (this is not a pre-release but it should be)
   
   This is problematic now that e.g. this api https://api.github.com/repos/apache/maven/releases/latest returns 3.10.0-rc-1 as the latest release even though it should not but it should return the latest stable release which is [3.9.16](https://github.com/apache/maven/releases/tag/maven-3.9.16).
   
   So somebody having access should update 3.10.0-rc-1 release in Github to have "Set as a pre-release" checkbox on.
