After SPARK-32357, now GitHub Actions reports the test results. However, seems some tests are not reported correctly. I attached an image.

Looks when you run tests via using tags to exclude/include tests, it still generates empty JUnit test reports. So, when tests are split by using the tags, it seems possible to overwrite the previous proper report.

We can avoid this problem by explicitly setting the downloaded artifact directory.
