Why Tomcat creates 30 threads on start up?

Hi,
    Tomcat 4.1.18 standalone running on a  win2k server is creating 30
threads at the atart up. Is there any way to reduce it ?. I want to free up
resources. Only 3 developers are accessing this server. Some times the no of
threads is incresing at runtime to 35-36. Is it normal. Or there are any
locks creating in the server ?.
