   ### What happened?
   
   Since August 11, the [nightly snapshot job](https://ci-beam.apache.org/job/beam_PostRelease_NightlySnapshot/) has been failing or timing out with fairly regular consistency. It looks like it is consistently failing on the `:runners:google-cloud-dataflow-java:runMobileGamingJavaDataflow` task. Further, it looks like that is caused by dataflow pipelines hanging, for example:
   
   - https://pantheon.corp.google.com/dataflow/jobs/us-central1/2022-08-13_23_23_39-16277567459681255824;step=;bottomTab=JOB_LOGS;logsSeverity=ERROR?project=apache-beam-testing
   - https://pantheon.corp.google.com/dataflow/jobs/us-central1/2022-08-14_22_13_28-13380215887481541738;logsSeverity=INFO?project=apache-beam-testing
