[ANNOUNCE] Apache Hadoop 3.1.3 release!

Hi folks,

It's a  great honor to announce that the Apache Hadoop community
has released Apache Hadoop 3.1.3.

Apache Hadoop 3.1.3 is the stable maintenance release of Apache Hadoop 3.1
line, which includes 246 fixes and improvements since Hadoop 3.1.2.
