Avoid flickering on JSP pages when submit to the same page

Hi,
     We are using Struts 1.0 for our web application(small) which is working
fine.
     We have multiple "html:select" drop downs on one JSP page.

     Based on the selection on one select box (we submit the form here), 
     The second one will be populated with the list of choices and we
display the same page.
     But the problem here is we observe a flicker when the page is redrawn.

     Any one has a solution for this? 
     Is there any logic to implement either in Struts OR in HTML/JSP?
     
     Any help would be appreciated.
