You're using prefork MPM and your configuration
(MinSpareServers/MaxSpareServers/etc.) results in child processes being
created and destroyed on a somewhat regular basis?
The prefork MPM will wake up processes with an OPTIONS request as part of
process management.
apache.org runs the event MPM.
