[RESULT][VOTE][ASFCS40] Drop OVM from the supported HV list for 4.0.0-incubating release?

Here are the results of our vote to drop support of OVM for
4.0.0-incubating, but pick it back up as soon as someone is willing to
do the required work.

11 votes for +1 (Will, Ahmad, Sudha, Kevin, David, Alex, Joe, John,
Caleb, Chiradeep, Gavin)
1 vote for 0 (Wido)
2 votes for -1 (Jason, Jayesh)

We will move forward with 4.0.0-incubating, and not block the release
based on OVM support.
