Allow affiliates to generate coupon/promo codes with discounts

Hi,

the (business) goal is the following: some partners (affiliates) shall
manage their own product promotions and pass promo codes to their
customers (offline, e.g. codes on some paper). When the customer buys in
our shop and enters the promo code the affiliate shall receive a commision.

Is this somehow possible with OFBiz?

In this thread I read that the commissioning seems to be possible, even
if "amounts are hardcoded in the service":

So if this is still the case these hardcoded number would have to be
tied somehow to the affiliate.

Another thing that would be needed is that affiliates can manage their
own promotions, but not the promos of other affiliates. Would that be
possible?
