[DISCUSS] Steps towards graduation

Hey Guys,

So, .., 

1. We've made a release and have one in the waiting (I'll vote on
it Mike, promise ;) )
2. We've added new contributors
3. We've had a TON of activity on list in terms of dev, and great,
thoughtful and community oriented activity.
4. Made contributions from a number of different members of the
community.

What's left? Not much. I think we're ready to graduate after
0.2-incubating. We don't have a ton of diversity, that's definitely
and issue, but it's not a blocking issue to graduation as evidence
by recent podlings including Sqoop, etc.

One other thing I think we need is a solid VP candidate for the project.
The roles of this person would be filing reports with the board, and
being the "eyes and ears" of the board on the project. I'm going to
watch over the next month or so for a potential nominee, or more to
come out of the woodworks, but once we have a candidate or two,
the 0.2-incubating release, I'm going to call for an official graduation
discussion and proceed. No need to linger in the Incubator longer
than we have to and you guys have shown you are operating like a
true Apache TLP.

Yep great progress all around. Would be good to see the refactored API solidify but that should be there this week or next. This has been an active Summer with lots of contributions. I'm going to try to be more active on this end so I can throw my hat in the ring for VP. That said there are several others that could do a great job at it too.

BTW now that Alex is at Colorado State, and Kim Whitehall is back
at Howard, that definitely increases diversity :) Just thought of
that, and in terms of the PPMC, we certainly have it there too,
so just food for thought. I don't think we have a diversity issue,
I'm more concerned with 0.2-incubating and the VP candidate.
