Commit message format reminder

Hello everyone and committers,

In reviewing the svn log, I notice we're beginning to slip away from
the commit format we agreed on in [1].

As you know, this format is needed not only because of readability and
cleanliness but also to help automating our monthly blogs and any
other reports we may need to generate.

So, friendly reminder folks. Cheers!

I personally only deviate when necessary (like "no functional changes" and such).

Note that, with SVN, committers can always changes commits comments, even not ours.
So I suggest if we see one important comment missing we ask the initial committer to change it or even do so ourselves and put that to the attention 
of the initial committer.

I usually do so in Jira comments when necessary.
