couldn't create child process: 22503

Error message:
couldn't create child process: 22503

Anyone have a clue?

This a new install of version 2 on a Windows machine.  The server runs fine
except when you try and run a a cgi script that works fine on other servers.

All the paths are ok, it seems like a permissions problems, but the inculded
documentaion was not written with Windows in mind so I am kind of lost.
