build: remove unreferenced license files and check licenses/bin against licenses.yaml (#20690)
* Remove unreferenced license files from licenses/bin
No licenses.yaml entry, LICENSE.BINARY line or script references these
files, but the assembly copies licenses/** wholesale, so they still
shipped in the binary tarball.
* Check that licenses/bin and licenses.yaml license_file_path entries match
check-licenses.py now fails when a license_file_path points at a missing
file, or when a file in licenses/bin is not referenced by any
license_file_path. The binary tarball ships the whole licenses directory,
so unreferenced files would otherwise accumulate unnoticed.
* Delete license files the web console no longer references
script/licenses rewrites the web console block of licenses.yaml and
copies license files in, but left the files of packages that dropped
out of the production dependencies. It now deletes a license file that
the old block referenced when nothing in the new licenses.yaml does.
