[VOTE] Graduate Apache Marmotta as TLP

Hi all,

the Marmotta podling, whose goal is to provide an Open Platform for
Linked Data, entered incubation in December 2012. Since then, the
codebase has stabilized and two releases were published following ASF
policies and guidelines.
The community has grown, two new committers have joined the development
team and more people joined the mailing lists.

The last incubator report lists Marmotta as "Ready to graduate" [1], the
Marmotta community has decided to take this step [2] and agreed on a
Graduation Resolution Draft [3] which is also attached below.

The resolution draft was posted to general@incubator.a.o for discussion
[4] and raised no concerns, now please cast your votes:

[ ]  +1 Graduate the Marmotta podling from Incubator
[ ]  +0 Indifferent to graduation status of the Marmotta podling
[ ]  -1 Reject graduation of the Marmotta podling from Incubator because...

The vote will be open for at least 72 hours starting now.

Apache Marmotta Graduation Resolution
=====================================

    X. Establish the Apache Marmotta Project

       WHEREAS, the Board of Directors deems it to be in the best
       interests of the Foundation and consistent with the
       Foundation's purpose to establish a Project Management
       Committee charged with the creation and maintenance of
       open-source software, for distribution at no charge to 
       the public, related to an open platform for Linked Data.

       NOW, THEREFORE, BE IT RESOLVED, that a Project Management
       Committee (PMC), to be known as the "Apache Marmotta Project",
       be and hereby is established pursuant to Bylaws of the
       Foundation; and be it further

       RESOLVED, that the Apache Marmotta Project be and hereby is
       responsible for the creation and maintenance of software
       related to an open platform for Linked Data;
       and be it further

       RESOLVED, that the office of "Vice President, Apache Marmotta" be
       and hereby is created, the person holding such office to
       serve at the direction of the Board of Directors as the chair
       of the Apache Marmotta Project, and to have primary responsibility
       for management of the projects within the scope of
       responsibility of the Apache Marmotta Project; and be it further

       RESOLVED, that the persons listed immediately below be and
       hereby are appointed to serve as the initial members of the
       Apache Marmotta Project:

Hi,

Apache Flex is just voting on is guidelines (and is likely to pass
tomorrow) if you need something to base yours off. [1]

We didn't realise that we actually needed guidelines, but a couple of
things come up and we released we didn't know what the default rules
actually were and teh existing documentation doesn't make it 100% clear.

The default HTTP server project has a few unexpected things in it eg who
considered an active committer, only PMCs can veto code changes, only
committers and PMC members are encourage to vote and a few possibly
confusing terms eg "Lazy Majority" and possibly unclear rules on voting in
committers (consensus or majority?). I sure everyone on the HTTP project
knows what they and what's practised may differ slightly from what
documented.

The way I understand it, we are not taking away any power or
possibility from the project.
The PMC can decide to create bylaws at a later point, we're just
starting off with an empty set for now.

In the end, it feels wrong to just copy some "default" bylaws for
graduation while we had no need for them during incubation.

In my opinion, it is not a good idea to remove the clause about "bylaws".
That takes away your project's power.

Just create a simple "guidelines" (== bylaws) page that says you follow
the Apache HTTP Server project for example.
