[users@httpd] graceful gives an error

I added a new virtual host, did apachectl configtest and got a response ok.
There is a message in a log file that says "Checking configuration sanitry
for Apache 2.0:  succeeded"
I then tried to do apachectl graceful and I get a failed message and the log
shows:
"httpd shutdown failed"

Why would a shutdown fail?
Any suggestions would be welcome.
