Using a mix of public and private IPs is very confusing; I haven't traced through the entire log, but at times it appears that the master on network B is trying to reach a network A host on that host's private IP (192.168.x.x), which isn't going to work.

Why is using a mix of public and private IPs necessary? If possible, please configure all three hosts in the same manner, using the same IPs to refer to one another. That is, {{/etc/zookeeper/conf/zoo.cfg}} and {{/etc/mesos/zk}} on each host should be the same; each file should use IPs that are routable from all three hosts.
