SLIDER-135 moved protobuf generation to an optional maven profile

> The build currently requires protoc 2.5.0.  If we move the protobuf generation to a profile and check in the protobuf generated classes, this build requirement will be removed.  This will allow ASF Jenkins servers to compile Slider.  The downside is that we'll have to maintain the generated code properly (making sure not to edit it, and re-generating it when necessary).
