There are more issues in the release procedure beside the tagging. Fixing most of them in one go. Including moving parts from the README that belong in the release procedure and not in the README.

The build script also does not support building locales and test locally which we really need now.

Two issues have also crept in:
 * links broken in the download page
 * package.json dependencies out of sync (must all be the same including beta release under @docusaurus)
