   Faced the same error, going deeper into their tests found the proper way is to authorize with `/apisix/admin/user/login` call and then use the returned token in `Authorization` header:

   Either it is a bug when `X-API-KEY` header is ignored for `/apisix/admin/migrate/export` call or lack of documentation https://apisix.apache.org/docs/dashboard/2.10.1/api/api/#apisixadminmigrateexport
   
   Also check the json, in my case it exported non-valid one with excessive symbols at the end (this looks like a bug):
