[Bug 4733] New: FROM_ALL_NUMS misfires on Inmarsat email addresses

Some Inmarsat email providers give addresses in the form          
[0-9]+@provider (see             
http://www.google.com/search?q=%22inmc.eik.com%22 and         
http://www.google.com/search?q=%22c.xantic.net%22 for many examples from two         
providers, eik.com and xantic.net).  
  
These are not actual phone numbers (Inmarsat phone numbers start +87x) but  
numeric addresses.  The rules FROM_STARTS_WITH_NUMS and FROM_ALL_NUMS fire on  
these valid addresses, giving a base 3.4 points to mail from these providers.   
 
I suspect the gateways are altering/removing other headers too, but the  
all-numeric rules are the biggest hitters. I'll investigate the other hits on 
these mails separately.

For score issues, the general response is that you should provide results during
the next score run.

In this case, these rules are essentially unusable due to hitrate (and 2 of the
3 are simply meta rules now):

  0.390   0.4694   0.0527    0.899   0.68    1.00  __FROM_ENDS_IN_NUMS
  0.085   0.1000   0.0226    0.816   0.55    1.34  FROM_STARTS_WITH_NUMS
  0.059   0.0699   0.0151    0.823   0.54    1.00  __FROM_ALL_NUMS

so I'm calling this wfm.
