[VOTE] Release Apache Maven parent 40
Hi,
For testing you need ASF parent 30 from the staging repository.

While it's setup to override it, I'd tend to agree on plexus 4. It's a little aggressive and I've already experienced issues with 4.0. I forget where but rolled back with assumption that's really for maven 4.

I see that most of Maven plugins / shared components override plexus-utils
version - so maybe it is not needed at all.
As Guillaume writes, and the fact that the project overrides this version I
agree that impact is small and only for Maven internal projects.
We can think about improvements - taking into account the above I would
like to process this release to the end.

I was assuming that the impact would be lowered by the fact that it's a
*Maven* parent, so it is kinda used *internally*.

It's not that these problems are unsolvable. They're not. But
splitting the packages like this means that a lot of projects are
going to burn a lot of hours working around unexpected breakages. It's
annoying for someone who's well-versed in BOMs, dependency management,
classpath loaders, exclusions, and the Maven dependency resolution
algorithm. It's much worse for anyone who isn't hip deep in this muck
on a day-to-day basis. I worry this is going to cause a lot of tsuris
for no particular benefit.

Note that those classes classes in plexus-xml are always exported by the
maven-core classloader at runtime [1], so this could have an effect on unit
tests, but it should not have much at runtime (at least for plugins or
components used by plugins).
Fwiw, all the code I've migrated to those new plexus usually break very
fast when they need xml. So I don't think that's a big problem. Also, I
think the parent is for maven consumption, so we can pay attention to that
when we upgrade. Anyway, if you have a better idea, we could improve
obviously.
