lingering close

I've just rec'd report of one of our servers which is running 1.2-dev
(built right after the linger-close patch was folded in, but before
the Graceful restart stuff) running No Data when running nph- cgi-
scripts.

I'll look into it, but I thought I'd give everyone a head's up.
