   #### Description of PR
   
   NIFI-9798 Updates the PubSub processors to allow the configuration of a proxy like the others GCP processors.
   
   In order to streamline the review of the contribution we ask you
   to ensure the following steps have been taken:

Review comment:
       The `proxyConfiguration.hasCredential()` check requires the presence of a username and password, however, the `HttpConnectProxiedSocketAddress.Builder` indicates that username and password are optional and can be null.  Some HTTP proxy servers do not require authentication, so it seems like this check could be removed.
