[Bug 4523] New: sa-update in SA 3.10 PRE 3 wants GPG by default

If I read the instructions and perldoc correctly, it should use/require GPG 
only if I supply the appropriate command line vars. Instead if I type

sa-update -D, I immediaely get viciously harangued for not having GPG installed.

I believe this is more what I was going for.  Try it out and let us know, it
solves the issue in testing.

hrm.  suboptimal.  apparently there's a "defined" which really should just be looking for array elements 
instead, and therefore GPG is assumed enabled.
