   Fixes t3c to not panic and set bools as necessary on fallback to the previous TO version

   - Traffic Control Cache Config (`t3c`, formerly ORT)
   
   ## What is the best way to verify this PR?
   Run t3c against TO not serving API 4.0, verify update flag is un-set correctly at the end.
   
   ## If this is a bugfix, which Traffic Control versions contained the bug?
   Not in a release
