what is the process for substantial code contributions to existing codebases?

AIUI the incubator is now the right way for substantial code
contributions to existing codebases to enter the ASF (whether from
existing committers who have developed the code in isolation or from
non-committers). i've taken a look around the current incubator
documentation and i can only find material aimed at podlings. (if i've
missed it, then hopefully someone will jump in here...)

having documentation in place would encourage projects do this the
right way and i'd be willing to create some incubator documentation
patches but first i need to know the process (if it exists) or a
process needs to be developed (if it does not).

is there a process in place?

if not, any opinions on what the process needs to be?
