[~srowen] since Scala 2.11 has been removed from master ([https://github.com/apache/spark/pull/23098)] should we try add 2.13 support as experimental in Spark 3.0.0 or it should be like Spark 3.1.0? Scala 2.13 is at RC1 at the moment, but will be out soon.
