This is a duplicate (I'll mark it officially when I get JIRA privileges) as TAPESTRY-172.

Yes, this is definitely a bug.  I propose removing the encoding altogether.  I don't see a reason to have it.  Can anyone provide a case when this encoding makes sense?

And, yes (re: TAPESTRY-172), I agree, it would make sense to have a facility to cleanly make popup links to Tapestry pages.
